The Translation entry is not on the Settings list

Hello there - I am very keen in your new translation tool. I am looking at a web page written in German (but the estensione is .at for Austria) but at the bottom of the page I do not see the translation icon. When I go to the Settings page I do not see the line TRANSLATION - just under TOOLBAR. I have version 146.0 of your app. I’d appreciate any help.
